How it works
1. Tap “Report Flood” — the big red button, anywhere in the app.
2. Set your location — use GPS, pick on the map, or choose your area.
3. Pick severity & water level — add a short description and a photo if you can.
4. Submit — your report shows up on the Flood Map for everyone.
Prototype note: reports are stored in this browser only (no backend yet). Data syncs to a server in Phase 3.
